
ANEEJ, National Social Investment Programme Agency (NSIPA) Strengthen Collaboration on Social Protection Monitoring Through ActNaija Project
Abuja, Nigeria. October 27, 2025 – The Africa Network for Environment and Economic Justice (ANEEJ), in collaboration with Nigeria Integrated Social Development (NISD) and Bread for the World Germany, has held a high-level engagement meeting with the National Social Investment Programme Agency (NSIPA) to deepen collaboration and strengthen civil society participation in the delivery and monitoring of Nigeria’s social protection programmes.
The strategic meeting, which took place on Tuesday, 22nd October 2025, at the NSIPA Headquarters in the Federal Ministry of Humanitarian Affairs, Abuja, was part of the implementation of the ActNaija Project, a civil society-led initiative aimed at promoting transparency, accountability, and inclusivity in social investment programmes.
ANEEJ’s delegation was led by Deputy Executive Director, Mr. Leo Atakpu, and included other members of the ActNaija project team. They were received by Dr. Binta Musa Ibrahim FCIHRM, Head of Planning, Research and Statistics Department (PRSD) NSIPA, who represented the National Coordinator. Representatives from the National Social Safety-Net Coordinating Office (NASSCO) and National Cash Transfer Office (NCTO) also participated in the meeting.


Key Objectives of the Engagement:
• Seek NSIPA’s support for independent civil society monitoring of the National Social Register (NSR) update and expansion;
• Monitor the N75,000 conditional cash transfer rollout in selected states;
• Request access to beneficiary data to enable effective, evidence-based monitoring.
In her remarks, Dr. Ibrahim acknowledged the value of civil society collaboration and proposed the formation of a technical working team comprising NSIPA, NASSCO, NCTO, and ActNaija project representatives to enhance synergy and information flow. She assured the delegation that the outcomes of the meeting would be communicated to the National Coordinator and other relevant stakeholders, including the NCTO.
Key Outcomes of the Meeting:
• Commitment to establish a multi-agency working group to coordinate project activities and data sharing;
• Agreement for ANEEJ to submit its project work plan and timelines to guide collaboration;
• Promise to designate a focal person within NSIPA to serve as liaison with the ActNaija project team;
• Assurance that formal feedback on ANEEJ’s requests will be provided within the following week.
Next Steps:
• ANEEJ to share upcoming activity schedules and areas for collaboration;
• NSIPA to communicate the name of its focal person following internal consultation;
• Joint coordination on the monitoring of the N75,000 cash transfer programme across Borno, Delta, Ekiti, Enugu, Kogi, Ondo, Osun, and the FCT, Abuja.
In his closing remarks, Mr. Leo Atakpu expressed gratitude to NSIPA and the National Coordinator for the warm reception and proactive approach to partnership, noting that such collaboration is critical to improving the integrity and impact of Nigeria’s social protection systems.
“Our shared commitment to transparency and citizen inclusion in social investment delivery is key to lifting vulnerable Nigerians out of poverty. We look forward to a productive partnership with NSIPA and its implementing agencies,” Atakpu stated.
