About ANEEJ

The Africa Network for Environment and Economic Justice (ANEEJ) is a national NGO with offices in Abuja and Benin City, Nigeria. ANEEJ is co-implementing the Act! Naija Project, a European Union–funded intervention focused on strengthening social protection systems through civil society participation in five Nigerian states.

As part of project implementation, ANEEJ is updating its register of hotel service providers and invites qualified hotel operators in Abuja, Asaba, Enugu, Maiduguri, and Lokoja to express interest in providing accommodation and conference services.

Scope of Hotel Services Required

Qualified hotels are expected to offer some or all of the following:

  • Standard, deluxe, or executive room accommodation
  • Conference hall rental with audio-visual equipment
  • Onsite catering (tea break, lunch, buffet)
  • Reliable power supply and security
  • Internet/Wi-Fi in rooms and halls
  • 24/7 front desk service
  • Persons with disability accessibility

Locations

EOIs are invited from hotels operating in any or all of the following locations:

  • Abuja (FCT)
  • Asaba (Delta State)
  • Enugu (Enugu State)
  • Maiduguri (Borno State)
  • Lokoja (Kogi State)

Required Documentation

Interested vendors must submit the following:

  • Company profile including:
    • Name, legal status, address, contact details
    • Management and technical staff profiles
  • Valid CAC Registration Certificate
  • Tax Identification Number (TIN) and Tax Clearance Certificates for 2023 and 2024
  • Relevant safety and hospitality certifications (fire safety, health inspection, etc.)
  • At least two letters of award/completion from clients in the last five years
  • Official star rating certificate, if available, or detailed description/photos of facilities

6. Evaluation Criteria

Minimum Criteria to be met:

  1. Applicant must be a registered hotel in Nigeria.
  2. Applicant must have the Nigerian Tourism Development Corporation (NTDC) registration.
  3. Applicant must have a Tax Identification Number – TIN and a certificate of registration with the relevant tax authority. 
  4. Applicant must submit a technical proposal separate from a cost proposal

7. Star Grade Classification

In addition to evaluation scoring, hotels will be categorized into the following service levels for future procurement planning:

  • Category A – Premium (4–5 Star): Top-tier facilities, executive-class rooms, full AV-equipped halls, and strong reputation.
  • Category B – Mid-Level (3 Star): Standard services with clean rooms, functional halls, and reliable service history.
  • Category C – Budget (1–2 Star): Basic accommodation and meeting space suitable for field teams or limited engagements.

Vendors without official star classification should describe their facility standards and provide photos or brochures.

Instructions to the Offerors

The following items are required to be submitted as part of the proposal for preliminary examination and any vendor that did not submit any of the below documents will not be evaluated and will be considered disqualified:

  • Technical Proposal and Management Approach
  • Cost proposal
  • Company profile details to include registered address, functional email address, telephone numbers and point of contact for the organization.
  • Certificate of incorporation with relevant authority
  • Certificate of Tax identification number (TIN)
  • Certificate of registration with valid membership with NTDC.
  • Fully executed agreements with three past or present client

9. Additional Notes

  • This invitation is not a contract or tender. It is an expression of interest to pre-qualify vendors.
  • Only shortlisted vendors will be contacted with a formal Request for Quotation (RFQ).
  • ANEEJ is VAT-exempt. Future quotations must exclude VAT.
  • ANEEJ practices zero tolerance for fraud, bribery, and corruption.
  • All submission costs are the responsibility of the vendor.
