
RFA for Consultancy – Assessment and Ranking of MDAs on Compliance with NOCOPO
Background
The Africa Network for Environment and Economic Justice (ANEEJ) is currently implementing the Civil Society Advocacy to Strengthen Anti-corruption Reforms in Nigeria (CASARN) project. The project is supported by the International IDEA under the Rule of Law and Anti-corruption (RoLAC II) project with funding from the European Union (EU). The goal of the CASARN project is to combat grand corruption in Nigeria through civil society advocacy and support for improved service delivery and anti-corruption reforms.
The project aims to Improve service delivery through the support for the implementation of key anti-corruption and transparency initiatives at the national level and in Edo State such as boosting MDAs compliance with open contracting data standard using NOCOPO, the revitalisation of ACTUs, finalisation (adoption and implementation of key transparency, accountability and anti-corruption initiatives in Edo State).
One of the expected outcomes of the CASARN project is:
- Improved transparency, accountability and coordination among stakeholders in the implementation of anti-corruption reforms, leading to reduced corruption levels.
As an activity, the project seeks to rank federal MDAs on their compliance to the use of Nigeria Open Contracting Portal (NOCOPO). The ranking and associated media publicity around the outcome is intended to accord special recognition to MDAs that have fully complied with FG’s call circular as issued by the Secretary to the government of the Federation (SGF), thereby encouraging others to fully comply. The initiative is expected to lead to;
- Increased number of MDAs uploading of procurement information on NOPOCO
- Increased number of procurement items uploaded by MDAs on the NOCOPO platform
