Background

The Africa Network for Environment and Economic Justice (ANEEJ) is currently implementing the Civil Society Advocacy to Strengthen Anti-corruption Reforms in Nigeria (CASARN) project. The project is supported by the International IDEA under the Rule of Law and Anti-corruption (RoLAC II) project with funding from the European Union (EU) and aims to combat grand corruption in Nigeria through civil society advocacy and support for improved service delivery and anti-corruption reforms.

At the national level, the project targets initiatives that will strengthen the management framework of Anti-Corruption and Transparency Units (ACTUs) to revitalize and support the Independent Corruption and Other Related Offenses Commission (ICPC) to repackage ACTUs for greater transparency.

The Anti-Corruption and Transparency Unit (ACTU), was established by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) as one of the implementation mechanisms for its mandate on prohibition and prevention of corruption, especially in the Public Service. Anti-Corruption Units are established in Ministries, Departments and Agencies (MDAs) of government and operate as autonomous outfits with functional linkages with the office of the Chief Executives of the MDAs.

By 2003, the Units were established in five (5) MDAs; and by 2008, two hundred and fifty-five units (255) were in operation, with considerable growth experienced over the years. The current number of ACTUs has increased considerably across federal MDAs in Nigeria.
