
Request for Application – Upstream monitoring of the Renewed Hope Conditional Cash Transfer programme in 7 States and the FCT
Background
The Act Naija project consortium comprising Bread for the World, the Africa Network for Environment and Economic (ANEEJ) and the New Initiatives for Social Development (NISD) is monitoring the renewed hope conditional cash transfer programme in 9 states and the FCT. The programme was designed to provide financial assistance of ₦75,000 distributed in three monthly tranches ofN25,000 to vulnerable and low-income households to alleviate poverty and cushion the effects of economic hardship.
The monitoring exercise being undertaken by the Act Naija project consortium is both upstream and downstream monitoring. It involves the trace and verification of reported data for the programme to evaluate both the accuracy of the programme and observing the real-life experiences of beneficiaries for the October 2025 to December 2025 payments. The aim is to strengthen transparency, accountability, and improve public access to information in the programme.
Already, the project has conducted field monitoring of the Renewed Hope Conditional Cash Transfer programme in March 2026 across Borno, Delta, Ekiti, Enugu, Kogi, Ondo and Osun states, and the Federal Capital Territory. The consortium has received beneficiary payment data from the National Social Investment Programme Agency for beneficiaries who are recorded to have been enrolled and have received payment in the exercise for the period under review, as well as a summary data on amount paid and total persons paid.
ANEEJ, on behalf of the consortium, is seeking to engage a consultant to undertake upstream monitoring.
